Rebel thermals.

Give CPs who have the thermal googles equipped and OTA a chance to drop broken thermal googles that can be repaired (shouldnt be too cheap thought) it could for example replace a helmet or be mounted on one, objective being give rebels a way to respond when combines smoke a entire area and use their thermal to clear out the rebels
 
I think what you are saying has merit, but at the same time, the combine are meant to always have that technological superiority.

Id like to challenge this statement.

First of all, the black mesa egg heads with the gravity gun, sophisticated teleportation technology, a restored HEV suit, and a giant weaponized robot would like to have a stern word with you.

Second of all the concept of stealing and reverse engineering something that the enemy has is a tried and true method of fighting a technologically superior opponent for like, all of recorded history.

People tend to liken rebels to just guys with garage AKs, stolen vests, and mandatory beanies, and although thats certainly not a WRONG stereotype, they can be quite sophisticated when they want to be.

So TLDR- Just cause the combine is more technologicly superior dosent mean that the rebs can't steal and adapt their shit for themselves.

I dont see why not. Make it a craftable for rebels with parts that combine can drop. We normally see in hl2 how rebels take combine tech and adapt it for their own use. As an example AR2, or in HLA the combine SMG that she grabs.

Combine will still have superiority since they just have it for completelly free all the time

Sure, i am not saying they can't get it. But it should be an event made by the players or someone or a group of people roleplaying it out

I disagree with that. Killing a CP/OTA rocking thermals is a big enough deal on its own. Not to mention its pretty natural progression (Rebs are scavangers afterall, they keep what they kill). No need to lock it behind any events.
