When superviors aren't online, BOLs are non-existent.

I propose things:
- I dunno if cameras and scanner can BOL if they spot weapon or rebel uniform, but we should add automatic BOL for such things.
- Add BOL capabilities for i1.

i1 should not be able to put bols and cameras/scanners can put bol automatically, so GRID i2 can technically put BOL if they are armed

Hmm... Then let Scanners put AIRWATCH markers, so they can ping hostiles if needed.
