I think it'd be pretty cool if the trash cans around the city held a possible job for civil workers. As anyone in the city, you can use the trash cans to dispose of something by putting it in the trash can, making it accessible to all because trash cans have their own container. However, once the trash bag reaches its maximum capacity, you can no longer access the trash bag, and a CWU must empty it in order for it to be used again. Emptying it as a CWU, you can collect it (Fairly heavy) and take it to a designated drop-off point for credits.
