There should be some way to break, or remove the combine locks by Citizens.
Earlier today, Two CPs put a combine lock on a rebel building's doors (literally, it was full of rebels with a civ or 2 in there, and they just put the lock on it)
Sometime later, the lock caused the doors to be unable to close, and it had a visual bug letting you see the skybox instead of the inside of the building.
this is an issue, and while the CPs online agreed to come remove the lock due to the bug, not all CPs would agree to that request.
Sometime before that, I grabbed a sledgehammer and tried to break the lock off because, well, you never know, and it didn't work.
Which is why we thought of making that a suggestion, as that lock was causing issues and in some cases only staff would've been able to solve it. (without the rebels having to surrender)
Here are my two ideas for how a lock could be removed:
-EMPing an open lock would cause it to break, and it would be removed from the door
-Hacking away at the lock with a weapon while it is open would cause it to break and be removed from the door.
Once broken, the lock could drop as a "Broken Combine Lock", which can be scrapped for metal like the biolink.
Added note, IIRC some locks are placed automatically on doors, thouse should not be breakable, for obvious reason. If they're on the map by default, then they shouldn't be removable
