This feels more appropriate. Under a specific duty code it could operate differently than a standard JW.
Instead of map wide sweeps and searches, it could be solely focused on that incursion and ended when resolved/unable to take further meaningful action. This would lift restrictions on OTA and Civil Protection, giving the flexibility and tools to deal with the situation appropriately.
I really like the idea of the combine hunting down the raiders. But I do have concerns about difficulty and JW staying active for an extended period due to a small minority of raiding players, or how effective a sweep may be. It should be a situational and proportional response.
Most likely the raiders will seek shelter in a metabase, so extending JW for sector sweeps could be ineffective and makes for a boring time as citizen or the hiding raid party. After a certain amount of time, there is only so much that can be done that will produce meaningful results.
We should avoid punishing a majority that had nothing to do with it (Makes sense IC, but we should consider the player experience too.)
Perhaps we could limit how many areas or amount of time is given for JW sweeps based on the severity of the incursion, in order to limit negatively affecting a large portion of citizen players.
If it's a full on uprising, JW should operate as normal.
