Add a combine engineer role to CWU

I feel like this can be useful for when no grid are online to fix cameras and to possibly add Restrictors to fix to stop Antlion getting in to the city

i did a similar suggestion once
(well it was a CWU suggestion in general but combine engineers were included on it)
