Changing NPR to LPR (Terminal-6)

In short combine leadership had a few meetings and we discussed the potential of opening up the areas past the traintracks during Civil and Unrest / Preserved and Marginal

The reason for this suggestion is the areas go unused a vast majority of the time and both the motel are and grass area past the traintracks present great oppurtunity for RP and holdouts. We desire to change the name from NPR to LPR (Non Patrol Region to Low Priority Region).
By opening up these areas we hope to remove the high requirement for rebels to be able to be rebels or to get out of the city, offering variety for both roleplay and holdout locations.

The forcefields won't be removed but instead used at the discretion of the C.C.A and C.A factions. It is suggested the area won't be regularly patrolled as it is viewed as a low priority and a slum area that serves little purpose beyond O.T.A moving from Neux to Outlands and back. It was also suggested that behind the OZ gate a forcefield be placed to prevent people just rushing out the city while the gate is open. During Unrest / Marginal citizens in this area can be subject to random searches.

Protocol for sweeps of the area have already been drafted by combine high command.
The drafted protocols for a sweep through the areas are as follows:

  • Treated as a non-restricted area.
  • Not regularly patrolled
  • Units of the CCA are not to loiter in LPR 1 and 2
  • MARGINAL sociostability status allows for people to be searched.
  • JW / Fractured allows the protocol to be ignored.

I wholly understand why the staff felt the need to turn it into a 404 however it has some of the best looking parts of the city for building. The motel is gorgeous, the vort cave is dank and the back alley rebel houses are also great. The plaza doesnt feel any more populated with half the city blocked off so might as well

To add onto this suggestion, one potential issue this would present is how open and easily accessible the 404 zone would via the large sewer grate in NPR-1.
It might be an idea to add a zombie inside of there, or a breakable prop to hinder access a little bit.

+ SUPPORT, like law i think we need to make the sewer access not that ease by either a zombie spawn or a breakable prop
