Put a cool-down & recent combat timer on Rebel suits/vest.

Since I returned, I've noticed a perhaps problematic cycle as I observed while on Cremator. I've seen people head into Rb-1, get a vest and grab a weapon and start a holdout or go near the front door of RB-1 and then wait to kill any CCA with their guard down and go back to around the corner, take off the vest and play it off like nothing happened. Now I will say alot of the time they get killed or stand their ground and die and I respect that fair trade however within 5-7 minutes they repeat the cycle again, and again until they lose too much, give up, or every cop is dead and doesn't want to get on just to be killed again. Now I get people want the city to be extended more for opportunity's and for Rebels from a recent suggestion and honestly it's not a bad idea, but even if that is accepted Rebels will still just go nearby in the city or RB-1 grab a Kevlar and repeat.

Yesterday there was an RP scenario that brought some Hi-com CCA and the CA Director to the building nearby RB-1 and as expected would bring some Rebel attraction immediately and I don't blame Rebels for trying to attack and win. Now 2 of them managed to kill alot of them but was killed in the end and some CCA and the Director were alive. That's fine no issue. Now main problem comes again, within 7 minutes they went to RB-1, got a vest and a good gun, killed the Director and was killed in the process too. I was the Sentinel and left after 2 minutes cause the Director died and went back to Nexus, not even 3 minutes later within the snap of a finger they returned and killed all the CCA and Transhuman Arm in that block, I logged of Sentinel since I figured "Might as well do my duties as Cremator" and got on which put me nearby RB-1, went nearby and watched both of the suspects leave the block after massacring them all, take off the Kevlar and leave as if nothing happened. And even during the 1st attack I just watched a Citizen put on the Kevlar and kill the CMD after the 1st Rebel died.

These are just examples of what I seen happen. In simple terms if you put on a Rebel suit/Vest and engage in Any Combat you cannot take the suit off you for 5-7 Minutes. This is so Rebels can't just take it off and play stupid and just wait for the moment you turn around so they can put it on again and kill you. And if you recently died you cannot put any Rebel suit on for 10 minutes. Let's be honest some people would wait 11 minutes and try again and that's alright, this just makes it reasonably fair because honestly Rebel or Combine it's not fun if you fairly kill someone and they're back within 5 minutes attempting again trying to kill you.

This isn't a Combine bias post as I only want it to be fair and reasonable for all sides bringing balance.​
 
And if you recently died you cannot put any Rebel suit on for 10 minutes.​
then make it so cca also have to wait 10 mins after dying? all they have to do is wait 30 seconds and can instantly reinforce any cca fighting rebels
 
what walet said i would be against the rule but its only fair ONLY add if the cca job timer is increased to the same timer especially if its 5 7 or even 10 minutes since even that time seems a bit extreme im all for this change aslong as it applies to cca too im tired of getting bumrushed mid loot by a i3 on meth who just respawned

I can agree with what you said too. Only fair they also receive something too.
