Allow the crafting of a new set of shackles + collar for Vortigaunts to equip after their's have been lockpicked off. One use, can not be taken back off without another lockpick.

With the introduction of a multi-character system, I think it's finally high time we allow Civil Protection to make groups like civilians can. Think about the cool RP Groups that can be formed, and the coordination that can be done with proper RP Group systems for Civil Protection.
