I like this idea, I think it will generate a lot of RP involving the Ministry of Commerce, the Ministry of Industry (which I suggest changing to Labor), the Ministry of Health, and the Ministry of Loyalism. I don’t think the remaining ministries would add much value in this context. +SUPPORT

I don’t really see the benefit of this. During a box raid, every Combine unit online is already aware that something major is happening, and escalation can be handled manually by Combine units with the appropriate ranks. Because of that, automating it doesn’t add much value.

I agree with filtering progression, but I don’t think exams at every rank-up are necessary. Constant testing risks turning Combine progression into grind rather than roleplay, especially when discipline and demotions already handle rule-breakers. I still believe a solid induction exam for CP...
