Quarantine Zone
Okay so first things first, i think it would be cool if the quarantine zone actually required active members of the ICT to avoid the Xen Flora Spreading Outside Of It.
The Quarantine Zone Would Be Located At Either An Sewer Area Or An Abandoned Part Of The City, The Xen Flora Would Actively Be Spreading Fastly And The ICU's(Infestation Control Units) Job is To Slow It Down And Make The Xen Infestation Regress.
The Quarantine Zone Would Have Great Loot For Scavengers But Also Would Be Dangerous Due To High Activity Of Zombies, Spores That Can Infect And Kill You, And The Presence of OTA Units Guarding The ICUs, in other words Great Risk Yet Great Rewards.

FOAM APPLICATOR(and how it works on xen flora)
The Foam Applicator would be used to slow down the spreading of the Xen Flora and make it regress if it has spreaded any further outside of the quarantine zone(Sprayed Xen Flora cannot spread out the quarantine zone).
Unlike Synapse where you just press a button and your character automatically sprays the Xen Flora you would have to manually do it yourself(Hold your m1 and apply the Foam onto the xen flora).
Some Xen Flora Would Be More Resistant Than Others, Requiring More Foam To Successfully Make It Slow down and Regress.

I N F E C T I ON
Getting Damaged By Anything On a Quarantine Zone Or Entering The Quarantine Zone Without Protective Gear Could Mean Getting Infected(Not 100% Guaranteed, OTA Are Immune), If Infected You Would Need To Be Quarantined Immediately, Researchers And Scientists Would Need To Work On A Cure Before Another Jeff Incident(worth mentioning that Jeffs would be NPCs and not player controlled due to very obvious reasons, there could also be other types of infected other than jeffs but i don't have time to think about them, ideas are always appreciated).

The Infestation Control Units, Their Ranks And Divisions
The ICU Would have their own Enlistment Terminal.
The Divisions Are As Follow: Hazmat Worker(145 Loyalist Points Required), Field Medic(165 Loyalist Points Required), Field Researcher(200 Loyalist Points Required, Quiz Required), Scientist(245 Loyalist Points Required, Requires Whitelist), ICT Supervisor(400 Loyalist Points Required, Requires Whitelist), Lead Scientist(400 Loyalist Points Required, Same Whitelist As Level ICT Supervisor).
Each Unit Has Their Own Purpose, Hazmat Workers Are The Main Front Of The ICT, And The Ones Who Risk Their Lives The Most, Field Medics Are There To Assist Any Hurt Members Of The OTA Or ICT, Field Researchers Are Scientists That Actively Go On Field, They Test the Xen Flora To See If It Has Mutated, Test Those Working In The Quarantine Zone To See If Anyone Got Infected, And Collect Samples To Send For The Scientists, Field Researchers Are Also Responsible For Creating And Managing IPTs If No Supervisors/Lead Scientists Are Active, The Scientists Mostly Remain On Lab(being why they are without their Oxygen tank on the picture, which btw is an item), They Are Very Important For The Combine And The ICT(they are mostly an RP division), Lead Scientists And ICT Supervisors Create IPTs, They Supervise The Other Units And Make Sure Everything Is Working Out The Way Its Expected

Infestation Prevention Team
The Infestation Prevention Team is The Name Given For The ICT Requivalent Of a PT/ST, Being Abbreviated To IPT, IPTs Have 4 ICU Slots and 4 OTA Slots, the Infestation Prevention Team Requires Always A Field Researcher/Supervisor/Lead Scientist And A EOW+ to be Active as it requires a Unit to lead the ICUs and a Unit To Lead The OTAs
Both OTA and ICUs Can Access The IPTs On Their f6 Menu

What The ICT And Quarantine Zones Can Offer
There Are Many things the ICT Can Add To The Roleplay, Either More Simple And Goofy Roleplays Such As Scientists And Field Researchers Attempting To Tame And To Train A Headcrab To Only Attack Rebels, or More Serious Roleplays Scenarios Where They Have To Develop A Cure To Avoid Another Jeff Incident.
Outside Of Roleplaying, They Add More Things For CWU To Do, More Things For OTA To Do, and an Area with Good Loot Yet High Risk For Rebels(Even Zombies Can Have More Things To Do)
