The first place I believe should be chosen is the small area on the left exit of the citadel entrance area.
The reason I believe this should even be happening is due to how dull OTA rp is, even though this might make it more duller it gives an extra area for OTA to hold and actually see into an urban environment which is barely what they get in the way too big OZ, even if the OZ is fun for long range engagements that completely rules out an entire division within the OTA.
The reasoning for this place being an ideal area is due to its direct link to the citadel entrance/exit, and as well its a big dead-end; meaning this spot has absolutely no link/connection to main roleplay needs, in fact there's only one singular apartment building where it would be built and then a broken/destroyed apartment which could be used for ranger gameplay and more of a vertical playing field, which seemingly is a lot more fun then just having to look one certain way.
To add on, this new addition would give a lot more fun and urban aspects to the OTA; which is just commonly forced into either the Citadel (HPR) or the OZ's
