Cannot wear Salvaged OTA Vest and Rebel Suit (any kind) simultaneously

I don't know if this has been raised before but I've discovered you cannot wear the Salvaged OTA Vest with any of the Rebel Suits. I don't know if this is intentional or not but I thought I'd raise it as it basically makes you choose between one or the other and gives no real incentive to go for the OTA Vest when you can more cheaply make the armoured rebel suit.

I'm also unsure of the difference in armour value/damage reduction for either so whether this be fixed or a clarification be made would be nice. Thank you.

You can wear them with scout im pretty sure.

And yeah, id like clarification on the protection values of the suits too. If i had to guess, i think the OTA vest provides the most protection, but to only the torso (50% resistance unless they changed from vanilla), while the armored reb suits provide protection to the whole body
