CivPro and the Groups Function

With the introduction of a multi-character system, I think it's finally high time we allow Civil Protection to make groups like civilians can.
Think about the cool RP Groups that can be formed, and the coordination that can be done with proper RP Group systems for Civil Protection.

I think that kinda goes against what the combine forces are about. There's no room for sub groups or fraternities
