A simple chat for dispatch announcements would enable supervisors to make announcements, making city code changes more visible, even to the least attentive players. For events, custom lines can be added to the OPS manager, enhancing interaction with the combine and other factions.

Some dispatch annoucenments are available for SVs to play in combine terminals.

For events, the player conducting the event can jsut be renamed as DISPATCH and do this kinds of interactions.
Also on the ops manager Dispatch has pings messages and objectives that you can play for the people

Related to city code changes whenever for example you change to marginal there is always a global announcement on chat for the code, that repeats every now and then to remind the code to players
