For two reasons: One, the metal prices are a bit wack. For example, the metal price for a MP7 is 14. For a VZ, its 19. Only 5 more plates. Why the hell not put in the extra resources to make a better gun if the difference is that little?
Two: Low level weapons shouldn't require advanced components in the first place. How is little timmy bebble supposed to make a level 3 gun that requires refined metal and gears, when he can't even make said refined metal and gears? (Sure you can always say "Just find someone that can" but any progression system that can't be done naturally isint a well made one)
