Yes I'm a newgen but I've seen what whitelist changes can do to a faction, this is how I think it should work
i4 -> i3 A simple training from an i1 or a supervised i2. Trainings will simply be a condensed walkthrough through the handbook (And I'm more than willing to make a training handbook for the server) and after that an i1 or OfC can whitelist the i4 for i3.
i3 -> i2 A proper introduction of merits. Any senior enlisted would be able to supervise an i3's performance and give their feedback. After a set amount of feedback, specifically leadership capabilities/merits the i3 could be promoted to i2 by an OfC+
i2 -> i1 Showing the ability to train new i4s, but otherwise just being an extension of an i3's promotion to i2.
i1 -> OfC Applications could be turned into interest forms instead of just "Fill this in and become a supervisor". Members of command will look at i1s and their performance and will recommend or straight up promote them to OfC, even without filling out any form. Supervisors are meant to hold responsibility within a faction, and an application should not be how they are picked, but rather their competence.
Changes to divisions:
Grid and Helix will simply become available as soon as you become an i3, since it's useless to have them as XP since they are the foundation of a protection team, and everyone should have access to them while simply getting more equipment as they go up through the ranks.
Jury would become an application division, as it makes no real sense for a division with a very clear operation specialty to have absolutely no overseers and solely works off faction/server rules.
Vice could remain an XP based division, however for something that is quite powerful, it could be a handpicking division. You'd have to be actually good in combat to become a Vice unit.
The issue: Afking should not get you anywhere in a faction, not even to i3. XP does not reflect, not even slightly your competence or experience with the faction.
Minging and incompetence are very prominent problems by nature, which is extra problematic from high ranks. There should be no situation in which an i1 does not know what PCU means.
People will complain about it, but there's no real reason to complain. It's still just as easy, if not easier to get i3. If someone wants to be an i2, they should be a leader. And if they don't want to be a leader, they should not be i2.
