To get alicepacks for larger backpacks, gather airdrop loot.
Airdrops are announced in chat and can be seen flying overhead. Regular Polaris backpacks (Police, Military, Mercenary, SWAT, PMC, etc.) are still available through normal means and do not require alicepacks to craft. Alicepacks are only for the Toxicity packs, which are even larger.
