Scrapping table/menu

This is piggybacking off of my suggestion to make kevlar scraps salvageable. Just being able to salvage weapons, materials, and advanced materials in general into base parts would be HUGE.

I have so much USPs, kevlar and empty cans in my stash just BEGGING to be broken down and repurposed!
