Ranking System
starting with something basic
the ranking system should be a mix of the Impulse Merits and Synapse's Rank points
Merits are given by supervisors and they are basically a faster way of getting promoted altho they are complete manually
they are also the only non-application way of becoming a supervisory unit
Rank Points are given automatically by simply doing your job(Arresting, recycling contraband & etc.) rank points are slower but completely automatic
can be given by overwatch(aka dispatch if it is ever added as a team)
maximum rank point limit is 100(which is equivalent to i1)

EpU(SqL rename suggestion considering i1's and RL's are also squad leaders in a way)

Access to scanners, repair kit, access to flares & etc(i dont know what else i could write here plus i dont play Grid so i dont know what else they have)
i'd also put a patch for Vices buuut..... they use armor so it would cover the patch so whatev

permits are something CCA can get in order to get access to more things
some permits are given automatically with ranking while others have to be purchased with Credits
there are also permits exclusive to Supervisory Units only
purchased permits are lost upon death(so that rebels stop using the "BUT WE LOSE OUR ITEMS WHEN WE DIE" argument as a excuse to -1 any suggestion that makes combine stronger)
keep in mind that having a weapon permit does not give you free access to the weapons, you WILL have to buy it with resins
here are some of the permits(i am NOT going to write all permits this is only to get a idea on the concept):
- Driving Permit(requires a trial, whitelist and a map that is big enough for vehicles to avoid the 'I Drive Incident' repeating)
gives access to APCs and Prison Vans
- Level One Handgun Permit(automatically given to i3+)

- Submachine Gun Permit(Costs 230 Credits, permit is free during marginal but will be revoked once marginal is over)

disclaimer about the weapon permits: while surely canon cca uses only the MP7 and USP i think giving them more weapon options would be cool, specially considering the server has a transition period vibe and theorically at least the transition period comes after the fall of the vault so it isnt much of a stretch to assume the combine would give CCA better weapons during it
Resin
resin is a shared currency between all civil protection units, it is used for buying the weapons & equipment once they have a permit
resin is adquired through factory workers workshift
if no resin is available CCA can buy equipment with their own money but it makes the equipment 2.5x more expensive
PDA & Arresting Rework(this is something i had forgot to put in the suggestion)
so basically the PDA would be a item instead of simply pressing F6
it would still be used for joining squads but would also be used for arresting citizens(like an portable terminal)
CCA would also be required to drag the citizen that is getting arrested towards a prison cell instead of the citizen being randomly teleported and when a citizen arrest timer is over the PDA will beep telling CCA that its time to let the citizen go
(in maps where there is no fast access to the prison the teleport system can still be used)
EXTRA(Vocoders)
this is simple, make vocoders mandatory, doesn't need to be accurate, just having it make your voice more robotic and still being understandable is enough
