Questions
Why are you applying for this position?:

I am applying as a City Administrator for Astronet because I have a strong resolve to contribute to the Half-Life 2 Roleplay scene with structured broadcasts. I want to create content as a city administrator not solely as a conduit for Combine messaging, but also as an operator of a realistic broadcast system, containing speeches, routine shows and movies, and prepared emergency broadcasts for the right scenarios.

Why should we choose you over other applicants?:

I have three years of experience as a City Administrator in Landis HL2RP back when it was still an ongoing server, with some players saying (Out of Character, of course) that said broadcasts have alleviated some boredom in the more uneventful operations like outland duty as a Transhuman Soldier or sitting in your apartment as a citizen. I have been eager to replicate the stories and experiences I've shared there into other servers, but have been limited due to other servers having either limited broadcast actions, or no broadcast actions at all. I aim to use the City Administrator role not just as a voice of the Combine, but as someone who discreetly sprinkles in propaganda in otherwise regular broadcasts, as a real dictatorship would!

What prior experience do you have in leadership positions? (Doesn’t have to specifically be HL2RP):

I have experience leading in multiple roleplay servers, including administrative and Civil Protection roles (up to Squad Leader) on servers such as Minerva and Pinnacle. I have also run numerous other roleplay servers across different franchises, such as Voices of the Void, servers crossing multiple franchises, among many others. I also have a reputation for working alongside Civil Protection to ensure clear coordination during times of crisis, while respecting faction hierarchy.

What kind of activity can we expect to see from you?:

I intend to be active and consistent with broadcasts whenever online. Citizens can expect regular public addresses, emergency notifications, and diverse programming that reflects city events. My activity will be deliberate and responsive, aiming to provide engagement while maintaining the integrity of the Combine’s authority.

What sort of roleplay do you plan to bring to the faction and server in this position?:

My broadcasts will focus not just on authority or consistency, but immersion as well. I have a mind for multiple formats, including announcements, speeches, emergency alerts, public service announcements, story readings, and overall structured programming that will keep the roleplay active without diminishing player interest.

Describe what makes a good city broadcast and what you might use the broadcast camera for:

A good city broadcast maintains clarity, authority, and adherence to Combine protocols while adapting creatively to the current city state. Citizens should receive not just entertainment, but also information as well that remains clear, precise, while also discouraging resistance activity. The broadcast camera, I admit, I don't have many plans for, as I prefer to use my skill in writing rather than physically moving what may be an unstable element in broadcast roleplay. This stems from experience of watching other City Administrators attempt, and fail, to utilize it to the point they were outright booted by both Metropolice and Transhuman Military forces.

Provide examples of city broadcasts you might perform:

Solo Active - A movie trailer about a stranded Transhuman Soldier that lost his team in the outlands, and has to fight his way through the outlands against antlions, zombies, and hostile rebel encounters. Rebels will not be humanized, preventing unwanted focus or sympathy from citizens. One idea I had to revoke humanization was that the rebels always wore face covers, whether it be bandanas or welding masks, to further impose that idea. The trailer ends with the soldier standing at the entrance to the sewers, his communication systems faltering due to a signal jammer in the area, before he sends one clear message...

Followed by a cut to black

Necrotic PSA - A public service announcement to inform citizens on how best to deal with encounters with headcrab zombies, not just the regulars, but the fast and poison ones, too. The PSA isn't so much on how to defend yourself against a zombie as is just a repeated message of "If you see one, run, and report it to Civil Protection" with occasional pointers like taking cover if you hear the distinctive roar of a poison zombie just prior to a projectile attack. I'll also reframe fast zombies as unpredictable nightmares to fight against, further incentivizing that citizens are encouraged to never try and confront one. For the sake of it, I'll also include general headcrab evasion tactics involving covering your head and looking out for dark areas or ambush spots.

Cooking Shows - Everybody loves a good cooking show, especially in times like these where citizens are forced to ration out scraps between each other. The shows themselves will use time-period accurate ingredients while giving citizens a decent idea on what to do with food items in order to add variety to their otherwise flavorless diet. To some extent, I'll also try to make these cooking show recipes applicable in real life! Probably with just things like French toast or pasta, though, I don't imagine a citizen being able to prepare a Beef Wellington.

Scenarios

You’re in the Nexus and an i4 comes up to the CA's office screaming in your face and insulting you. What would you do in that situation?:

Assessing the situation comes first, as with any scenario. My first instinct is to turn off or prevent any broadcasting from leaking out to prevent such a failure in coherence from being broadcast live. I will go onto the general radio to inform Civil Protection supervisors immediately that one of their units is going haywire in the broadcast room and harassing me. Once the i4 is removed from the broadcast room, I check the surroundings, see if we're clear to continue broadcasts, and proceed as planned.

Judgement Waiver has been activated in the city, what do you do during this situation?:

Judgement Waiver is a situation hardly any City Administrator wishes to be in, but I know control, and I know what to say, when to say it. I will instate a shelter-in-place for all citizens within the city limits. I make sure to enforce that all citizens prepare their identification cards for Civil Protection, comply with all orders, and most importantly, report all signs of anti-civil presence. I would monitor the general radio channel for directives from Transhuman Military and high-ranking CP units, and request clarification in the event of conflicting orders. All sensitive information would remain confined to broadcasts appropriate for the public, focusing solely on safety and compliance until the waiver is lifted.

You receive a written letter from a claimed rebel source regarding a hostage, what do you do in this situation?

I would not read the letter aloud, publicly spread its contents, or discard it immediately. I would forward the information to Civil Protection through the general radio. Maintaining calm among citizens is the priority, and treating the letter as an entertainment or spectacle could incite panic or encourage rebellion.

A Civil Protection SqL comes to your office to warn you that your broadcasts need to be more cohesive, what do you do?

Feedback is important to me, as I am walking on a tightrope in terms of performance as a City Administrator. An event like this requires an open mind, and I will ensure to take note of what to do and what to avoid. I'll remind myself that I should look for signs of disassociation in my broadcasts before I post them, and ask the SqL for some ideas on how to remediate the lapse in judgement.

It'll be for the better if I don't argue, but if I sense an abuse of power, I will consider consulting a higher-ranking unit about it, and refrain from spreading my thoughts about the situation on the broadcast terminal, or on the street.
