My main suggestion for this poll is the introduction of more solid and longer lasting CA positions allowing a board of City Administrators aka CAB. Something that has exsisted in past servers I've experienced and worked very well at expanding CA RP oppurtunities and makes things feel less empty in a nexus CA area.
What'd be the best working idea in my mind is different tiers of Civil Administration, similar to CP/OTA supervisory ranks. Now if implemented I have no issues creating a whitelist application again for the appropriate tier if this is the route selected.
In summary, this would offer CA faction the oppurtunity to have multiple CA faction members on at once and have their own internal hierarchy. This said though this very system could be implimented via the groups system and a CA board could simply be made IC but again would require the CA faction holders have a more permanant position.
(At the cost of higher expectations for example activty checks, actually contributing IC and so on.)
