Needs More Support Combine locker restriction

Since we are almost never on marginal, restricting the locker to marginal is utterly useless, even more considering most of the time we need to ressuply on ammo for example after a QZ swepe we are not on marginal. for example last QZ sweep i had 1 mag left in my AR2, if we had been attacked i would have been cooked.

PS. Never understood restricting a combine given "locker" that understandably should carry the supplies that a deployed squad needs.

Was not aware this was that big of an issue.

We could either do this or make marginal more often, would probably help cops out too.
Probably going with just removing that restriction overall would be best.
