Combine Voice Command Rework

As the title says, the combine currently need a voice rework of some sort to change how the voice commands work. Antlion had a good suggestion of "." before each voice command except 10 codes and emergency codes, which would help greatly. Perhaps a system that checks when they would be used, or only once in a line, though the period option allows multiple to be used if wanted. Another suggestion is to make the VCs audio only and not in sentence.

Currently, if you speak informally or even formally you'll have 1-2 voice commands merge into the sentence and change what you mean entirely- this is even more disruptive in immersive meetings.

It's annoying to be talking to your fellow units and have it be random garbage because of the voicelines, putting a "." in front of the voicelines (except for 10 codes) would help greatly.

+1 VCs need work, often times this messes up the sentence or straight up doesn't make sense. Some VC create a sentence and other just an audio feedback.
for example: Mal compliance verdict = Do you want a mal compliance verdict (in chat with audio feedback)
Cheese = Sometimes I dream about cheese (responds with cheese in chat and that audio feedback)

Nothing else to say, the current voiceline system is extremely annoying.
