This is really simple, but with the fact that you can craft lockpicks, padlocks, and entire armored rebel suits with the crafting menu in your inventory, I don't see a reason as to why you can't craft a splint with it being a literal board of wood and cloth. It would just be a nice and reasonable quality of life addition to the gameplay in general.
