Other Donatorless Vortigaunt (Or similar)

As the title says, a lot of players exclusively play Vort or passive RP. I believe having Vort free but based on XP would pull in more players, as I have had some mention this to me directly, and would benefit the server. Though I think it should be entirely free and XP locked, you could have donator for unshackled vortigaunt as some servers do and this would still allow people to get their fill of vortigaunt roleplay while enticing them to the benefits of donator.
