Needs More Support Give i2+ the ability to use rappel gear

It still baffles me to this day as to why most CPs can't rappel and is only restricted to VICE units & every OTA on the server. In the game Half-Life 2 itself you can clearly see metrocops rappeling down in the canals chapters as you drive around with the airboat.

It makes no sense to restrict it to VICE when it already has so many utils already.

If i2 isn't possible, at least keep it i1+

Let them metrocops be lore accurate and do some rappelling!
