no longer lock equipment like grenades and such by ranks but rather with a ressource (like resin (yea like PG and synapse) that would be a global pool for every combine unit allowing them to get better equipment (like manhacks, grenade, health vial ect ect) or upgrade their current one. the production area protection could be protected by OTA and the production handled by the CWU workers. if the rebel managed to steal the supply they could use the resins to upgrade their own weaponry or get special weaponry that have limited use, such as grenades, rocket launchers ect ect ect

that is indeed a good idea for the CCA, the idea behind the resin system is to give something to do to OTA and CWU can benefit the combine faction or the rebel if they manage to get some, idk they could use stolen resin to repair ota weaponry or smth like that
