Denied Make GP less rare

Gunpowder right now is super fucking rare. For a 10-15 min scav session, I usually get like 2 gunpowder or 3 if I'm lucky.

i legit have more circuit boards than i have gunpowder and im not even joking

We do not see an immediate issue with how much gunpowder rebels can access. Over the coming months, we will see how frequently rebels attack and whether gunpowder negatively affects the server or faction.
