MP7 & SPAS-12 Rank adjustments

Due to the influx of MPF and Supervisory units, I suggest doing the following for the MP7 & SPAS-12.

MP7: SqL+
SPAS-12: UNION SqL+ & VICE OfC+

This makes it to where the UNION SqLs (Who you'd see handle combat as that's their job) obtain access to more variety of weaponry.

VICE is self explanitory.

Im fine with it if the shotguns aren't that powerful, compared to SMGs, but i kinda doubt that. I'll get back to ya on that if and when i actually try one out for myself.

In general, im not really interested in making CPs super viable in combat. They're the fodder class. What i really want is ways for small groups of OTA to assist the fodder without a JW when shit gets too spicy.
