After a lengthy discussion in balancing team on a possible idea we came to a cross roads on which would be better received.

HEV suits or Salvage Power Armor

Both will function more or less the same with similar mechanics and costs but that can be discussed after we have our answer.
 
I vote both. Here's what i said in the chat:

We could have (HEV armor) be like a event exlusive third PA or something very rare you have to find in a very dangerous part of a map, hauled back to a PA station repo style, and put on a PA station to restore.

If we do that then we can have:
Metal PA: 80% DR/equivlent protection and mobility (or lack of thereof) of buffed wallhammer (i think both should just not sprint at all and just be bullet eaters). Requires lots of scavanging (the toughest to kill but the lack of mobility means their uses are much more niche. This fits cause this is the most available out of the three)
Ballistic PA: 70-75% DR. Lowered sprint speed but can still reasonably haul ass. Requires killing big game combine
HEV suit: Complete immunity to acid, tear gas, fire, EMP, 65-70% DR, NO MS penalty at all. Very small spawn chance in the outlands in a warehouse/underground bunker/millitarty outpost/ect guarded by NPCs, and combine patrols
So basicaly HEV is real quick EMP (and everything else) proof PA

While the rest are tougher, easier to counter and easier to get but slow as hell in comparison.
For context we we're discussing metal PA and wallhammers being basically identical minus the rebels more varried arsenal, and the warhammer shield, while both being stunnable by EMP bombs used by both sides for 3 seconds. The ballistic variant would be similar, but mobile enough to be useful in much more situations. (not to mention being able to potentially run away from EMPs)

The idea is to lean more into the scifi side of the rebels, and give them a heavy duty asset that CAN'T be despawned in a box (it can only be taken off and put on in PA stations, and you have to park them there when not in use. Meaning they can be found destroyed by combine). They can be disassembled to get the most valuable parts of it back, but you still loose shit when you dismantle it, and the process takes minutes to do, that, and the fact they'll be loud as hell, and you will be able to deploy the OTA when you hear them means that Timmy I4 wont get shot out of fucking nowhere by dimitri in a exosuit.

This, and the fact they can be hard countered by a throwable that'll be readily to grids, and im assuming OTA means that they'll be more akin to a vehicle, then another thing to get shot in the back of the head by. This is EXCLUSIVLY a OTA fighting kit, and is meant to be easily avoided if you're not one.

Basicly, we thought it'd be kinda cool if we gave both sides fat ass tanks (PA for rebs, wallhammer for combine), and have them face eachother down on equal footing. HEVs got introduced into the conversation, and i think they can be added into the mix as a bit of a fat scout with lots of elemental resistance (elemental resistance the PAs will be lacking cause... They have no gasmasks, and no EMP protection.)
