Remove contraband from apartments and move most rebel storages into metabases

it is way too easy to get a free apartment, suit up, and get guns as a city rebel, plus OZ has two different (often unused) chests not counting the shell beach one
i17 has not one, not two, but *THREE* metadoors. adding contra storage to all three would be a valuable alternative to giving it to every civi with their apartment

i think keeping one in shell beach is fair, and maybe leave one of the OZ ones so rp/crafting isnt completely discouraged there. however, i am confident this change would have a positive impact on rebel RP overall
1. it would incentivize way more basing inside of the metabases, making teams more likely, and the bases would no longer sit empty for days until a passive RPer decides to show off their dupe skills
2. civis would have way more incentive to learn where they are/how they're open, requiring engagement with others
3. far less "lone wolves" dominating PvP since shotcopping wouldnt be as easy as running into your own apartment and buying a crafting/weapons bench

if everyone else is certain this would cause more unbalancing, then perhaps buyable contra storage would need to be in order. i know we already have the temporary wooden crates, but let's be honest: nobody uses those. allowing someone to buy their own rebel storage with something like 400-500 credits would negate any value lost from removing contra storage from apartments and would require investment if someone wanted an easier route

i understand if this might be a big undertaking, which is why i've provided reference images to hopefully make planning these changes a little bit easier:

Absolutely necessary if we wish to have a city that has RP being done by Civilians. As a massive RP main who also values RP, we simply cannot have every single storage container be a means for rebels to pull gear out. I am totally fine with people smuggling creatable rebel suits into the city FROM the outlands, since that's a unique form of combat that requires a stealthy element, but just pulling gear from city apartments for a fight is nuts. If street criminals want to carry guns and other contraband, they should pay people big bucks to get it to them. We need to constantly balance PVP and RP-- and as it currently stands, the overabundance of combat hurts our standing as an "RP server". Anyone worried about this idea should remember they can still have a lot of fun PVPing if this change is accepted.

if im being honest, that really will not encourage RP lets be real here, that doesnt change any sort of aspect or encouragement as the truth is RP needs to be organized on semi-serious, people simply prefer action and if they're not getting it, thats only encouraging them to leave the server instead. as per example all the action on d47, c8, and recently with the i17 low playerbase, the constant OTA hunting, shadow raids, etc, brought people enjoyment, stable pop and stuff to do without any complaints of sort. this suggestion will only greatly reduce such chances of action and not many would ACTUALLY think of RP instead. im speaking as someone that has spent quite alot of time on astro and other impulse servers so i have seen all around the performances of these executed examples.

plus literally today i saw someone organize a CWU event and it worked fine, RP isn't impossible just because there's action, you simply need someone to organize it. do i personally do more action than RP? absolutely, however it simply is factual and i speak on behalf of many other active rebel mains (which majority are, will be and HAVE been in the active combat field and are the same as me) that removing such access will seriously hinder general activity and not increase RP scenarios whatsoever.

also another point i forgot to bring up is the main usage for storage boxes is literally related TO controband items, 90% of items contribute to making controband and storing it so what would be the point of such storage boxes then. plus public lockers exist to fulfill this reason and notice how they are rarely used.

Yes and no,
Remove the ability to store/retreive weapons and other rebel equipment specifically,
otherwise moonshining in the city becomes Impossible, without going to sewers to store.
