Accepted Remove Restrictions on Small Combine Resupply Boxes on walls

[M!lky]

There is no reason to restrict these resupply boxes to MARGINAL+ to specific units, since they give out very limited equipment to combine units. Additionally, they can be raided without giving out any alerts or ping if they are raided, making them quite a steady supply of contraband for the rebels.

Suggestion: Remove the MARGINAL+ and specific unit restriction and allow them to be used freely but can only give limited amount of supplies like x1 Health Vial at most and x1 Battery + Anything else that's currently in their vendor menu.
