Temporarily cut off the map, and other ideas to keep the smaller playerbase entertained

What you could do is cut off the outlands, and have the slums be the "new sewers" with loot spawns and reb closets and the sewers could be the "new outlands" with the public storage chests, and relative safety from CP searches.

Give CPs the ability to do random searches, and block sweeps, and not only would the tighter map have the small playerbase bump into eachother more, but the looser rules would give CPs more ways to bully suspicious civilians, and potentially have them be less bored, and therefore be less likely to leave.

I agree that a smaller, more densely packed map would work well during the first playtest I've done something similar myself. However, I don't believe editing the current map's config is worth the effort. It's true that I've been thinking more about balanced gameplay between CPs and rebels, where the Outlands provided the most loot but also more combat opportunities for Overwatch soldiers. Perhaps a different map than the one we currently have would work better.

For the rules and cp's, I'm trying to get as much engament for civil protection as I can while I'm online, tho we might look into making searches more automatic or give lower ranked cp's to also call for the raids.

Oh, im not talking about anything drastic, im just talking about putting a permaprop in front of the two entrances to the outlands
Oh no I agree with you tho I think a different map would suit our plans better regarding the visual update which is slowly being finished, so considering a smaller and more fitting map would be benefitial for both framework and community.
