New Faction

Hello AstroNet,

I wanted to propose an idea to the development team, that would bring in a new faction to the gameplay of some people. This faction would be a part of the City Administrator, as a collective, and below would be some following ideas in which the faction could be achieved.

Civil Administration Union (CAU)​


The Civil Administration Union (CAU) is a new governing faction which would intended to be the predominant overarching authority of the administration in the city. Within the CAU, there will be an additional layer of direct control over citizenship that will improve roleplay. This will be done through monitoring the activities and behaviour of citizens, controlling the distribution of resources, coordinating with Combine High Command about enforcing protocols with citizens, and general order within the city.

This faction will be geared towards ensuring that there is total civil ordering whereby citizens of the different levels of the server, from ordinary citizens going about their daily lives to Civil Protection, will be encouraged to RP.

The CAU acts as an administrative wing for the Combine, whose job is to keep up the entire order, compliance, and infrastructure in the Combine-occupied cities. Unlike Civil Protection, which is responsible for enforcing protocols on a city's streets, CAU is a body of a higher nature that oversees all major administrative tasks which should make sure that the Combine triumphs over the human population. As a result, they are involved in policymaking, resource management, propaganda overseeing and dealing with civil disorders from a top-down approach.

Key Roles & Responsibilities​


  • The CAU would be the 'government', based off trusted citizens that issue decrees, set curfews, and would enact, change and amend protocols that govern citizens. This would add depth to how players are interacting with the Combine, ensuring that laws are constantly applied.​
  • Another potential could be the distribution of permits. This would allow citizens to have more access to certain items or even building control, gatherings, events, and anything that would need to be authorised by either the CAU or Combine.​

Resource and Ration Management​


Essentially, the CAU would control the distribution of rations and resources in the city, along-side the collaboration with Combine Forces. Alongside city code changes, ration distribution could be temporarily suspended for a period of time, serving as a punishment for citizens who continue to rebel against the Combine.

This would go alongside with the distribution of essential items to the CWU supplies, and could even extend to a taxation of citizen pay to present to a Unionised bank for resources for the Combine, adding another economic change.

Public Order & Propaganda​


Another idea would be the faction creating public events for the city, which would be things such as rallies, loyalty parades, and ceremonies to instil fear and obedience in the population. This also gives a chance for more players to achieve a ranking structure, which is explained below.

Loyalists​


That is correct, a loyalist system, a reward system for players that want to choose the route of helping the combine instead of rebelling against them. A loyalist tier can be achieved in many ways, and can be done so by handing in contraband, reporting anti-citizen locations, and giving evidence to JURY units to assist in the destruction of rebellion groups.

There can be a deciding number of loyalist tiers, however more tiers would need to be structured to reward the loyalist correctly, some ideas could be Loyalist, Loyal Supporter and even Benefactor. Rewards could be better food in the ration package, a special card that allows the citizen to redeem tokens and special events hosted by the CAU.

Ideas from this thread have come from myself, and some implementations done by other communities too. The factor with this suggestion is to ensure that this faction can be brought alive to the RP aspect of the game mode, and not just brought in and forgotten about development wise. This may not be a final revision of the suggestion, however I highly encourage all users to interact and share their ideas about it!

I believe this kinds of stuff can be implemented on the CA, getting them set up with different roles and stuff (just like MPF and OTA). Things that you suggest here have already been suggested on other posts that are on the planned tab on the forums.. (correct me if im wrong)

I don't think this requires a new entire faction. it can simply be implemented into the CA one. Altough I would love to see this kinds of features on the server

I love this suggestion post, but cheeki is correct in that a lot of it is planned , suggested or even teased and planned by Imperial. I do think we should just expand City Administration to include these roles as Cheeki said, as they could do this from the CA faction. I love the mentions of possible passive RP and permits, and I believe a loyalist system is planned but has to be fleshed out and other systems delivered first.

This suggestion is overall great and I agree with it heavily - not to mention it ties in easily to planned CA systems in the future.
